说什么我的PAYPAL帐户是非激活帐户，不能支付给我！

In order to receive publisher payments via PayPal you are required to have an active PayPal account.
Once you have an active account with paypal, please use your BidVertiser account's "Edit Profile" under the "Account Management" tab to:
1. Set the "Preferred payment method" to Paypal
2. Enter you "Paypal Account (Email)" - this is email you used to sign up with PayPal.
Once you have created the paypal account and configured your BidVertiser account per the instructions above, please notify us via the support system in order to get paid.

上面这封信是说：
59.15.54.188 , 58.6.124.162 , 58.77.34.161 , 59.19.244.111 , 218.202.36.94 , 202.58.85.2 , 58.73.194.167
这几个IP在恶意点击，如果要保持我的帐户是活动的需要屏蔽上面几个IP地址。
是这样的意思么？
