在设置站群的时候发生.htaccess文件RewriteEngine not allowed here

在按照说明文档配置完wp-config.php和.htaccess文件后，重新登录500错误。
查日志发现是
/xampp/wordpress/.htaccess: RewriteEngine not allowed here

我把apache的配置文件中的AllowOverride none->AllowOverride all。
还是无法启动服务，何解？
