Yes, there has been issues network wide with connections to China, I've been diagnosing and believe the issue is with the Ceranetworks AS4134 NCP connection, we've contacted them to hopefully reach a resolution.

the whole network for all servers, looks to be an issue with Ceranetworks' AS4837 connection.
