I'm looking at our network numbers right now, we've plenty of spare network capacity, it is possible there may be an issue at ceranetworks if the issue is widespread, if not at China Unicom.
Although I would expect to see much lower throughput for everyone if the issue was at Ceranetworks so maybe there's an issue with China Unicom currently, most likely inside China if some people are seeing much lower throughput than others.
We would never oversell our network, we're not that stupid.
We keep a close eye on all network metrics all the time.
