麻烦英文水平好的朋友帮我准确翻译下好吗，谢谢
Dear Mr. Li,

We thank you for participating in our affiliate program and trust that our first two payments through PayPal reached you successfully.

We are attempting to send you a third payment in the amount of $960.00 USD, but for some reason, PayPal is now allowing this payment to be processed. They say it is some kind of security issue, which we do not understand, since 2 payments already went through.

We are asking you to please try and resolve this on your end, or, alternatively, we could send you a cheque for this amount.

第三次的支付由于未知原因（说是PAYPAL出于安全考虑）无法完成支付，请你自行解决后重新申请支付。或者，我们也可以发支票。

你的paypal的问题，你最好打电话给上海的paypal客服，问他们为什么老外不能发钱到你的paypal上

晕，我的PP一切正常啊。刚才致电给PP客服，他们说这现象是老外的PP有问题无法付款。

我刚才看了下前两次的PP付款邮件，上面说老外不是已认证的买家。尚未通过完成其居住国家或地区要求的PayPal认证过程来确认其金融身份。
是不是这个原因导致的呢？
