With sandbox access you can only send email to the Amazon SES mailbox simulator and to email addresses or domains that you have verified. Learn more. Can't find your existing account settings? Your account may be set up in a different AWS region. Try switching regions in the upper right corner of the console.

还是不行，改了也是显示一样的文字，但是地区改成相应的文字

To request production access to Amazon SES

    Log into the AWS Management Console.

    Go to http://aws.amazon.com/ses/fullaccessrequest/ and open an SES Production Access case.

    We will respond to the case after reviewing your request. Please allow one business day for processing.

按照红色部分申请production access，注意不同的地区。一个工作日后他们会处理。
如果还有不懂的可以PM。
