请教高手一个棘手的问题

fill w8ben form in correctly and also sign it manually.
It is very important the information from your w9/w8ben form to match
the payment information. We will check who is the person to whom

这很棘手？这不是说没税号就写你的ID么，你编个身份证号码不就得了。W8还有搞不定的？
